3,298 people died in workplace accidents in the EU in 2023, a rate of 1.63 fatalities per 100,000 employed people. Manufacturing accounted for 443 of those deaths, 13.4% of the total.
Manufacturing also carried 522,000 non-fatal accidents, 18.5% of the EU total, more than any other sector. These are measured counts, not estimates, from the EU's own statistics office.

Why the numbers disagree
Workplace safety is usually argued with anecdotes; the EU actually counts. In 2023 there were 3,298 fatal accidents, a rate of 1.63 per 100,000, and manufacturing accounted for 443 of the deaths. Those are measured figures, which makes them a firmer basis than the impressions that dominate safety debate.
Manufacturing's position looks different for fatal and non-fatal accidents. It is 13.4% of deaths but 18.5% of non-fatal accidents, the largest sector for the latter. So manufacturing is a leading source of workplace injuries but not the deadliest sector; transport and construction rank above it for fatalities.
A rate and a count answer different questions. The 3,298 count is the human total; the 1.63 per 100,000 rate is what you compare across years and countries. Using the count where the rate belongs, or the reverse, is a common way safety figures mislead.

How we checked
The figures come from Eurostat, the EU's statistics office: a news release for the headline count and rate, and a Statistics Explained article for the sector breakdown. We retrieved both and confirmed the 3,298 deaths, 1.63 rate, 443 manufacturing deaths, and 522,000 manufacturing non-fatal accidents in their text.
Eurostat compiles member-state reports into standardized figures, which is what makes cross-country and cross-year comparison possible. We use the standardized rate for comparison and the count for the human total.
We were careful to separate fatal from non-fatal and count from rate, because manufacturing's rank changes depending on which you use, and conflating them is how sector-safety claims go wrong.
